We have disks fail all the time at work. We don't attempt to recover sectors of data from them. We replace them and shred the bad ones. We don't do forensic analysis on disks. That's how IT works.
In the late 80's early 90s I'd spend hours with Norton Tools looking at recoverable sectors from damaged drives from friends computers who never backed up but "needed that one file". Disks are so big and so prevalent these days that that's not really an option anymore. You can back up your stuff to the cloud but governments and companies interested in security don't usually have that option.
But I'm sure all this sounds like a giant conspiracy to the ignorant.
