Tillerson is the one that submits nominees. But he has a problem in that if the nominee disagrees with Trump, he might get preemptively canned. That's what happened to the pick for South Korea who brazenly thought a preemptive strike on NK might be a bad idea.

But some of these don't matter at all. They are just rewards for longtime service people or president buddies. Places like Australia, Ireland, Bahamas, Iceland etc...probably don't do much diplomatting.


well the destruction of the State Dept is a big deal....

just ask Mattis.  Means more work

"If you don't fund the State Department fully, then I need to buy more ammunition ultimately," Mattis said, before members of Congress at a National Security Advisory Council meeting, the US Global Leadership Coalition notes.

"So I think it's a cost-benefit ratio. The more that we put into the State Department's diplomacy, hopefully the less we have to put into a military budget as we deal with the outcome of an apparent American withdrawal from the international scene," Mattis continued.
