I remember toward the end of it the main character was the head coach of an NFL team who lost its first 15 games and won the last one to avoid 0-16.

Fictional Orlando Breakers = 2010 Carolina Panthers?

Wait, the Coach guy went on to an NFL team? Granted, I barely watched it, but the rerun I saw he was in... some midwestern state I thought as a college coast, haha.

If I recall correctly he met an old woman on a cruise ship whose husband owned an NFL expansion team or something (it was made around the time the Panthers and Jags started) and she hired him away from MN State to coach. I loved the theme of that show, I'm kinda surprised so many people remembered it.

That's right - I remember an episode where Wayne Fontes' Lions lost their final game of the season to let Orlando into the playoffs.

Yeah, he went pro for the last two or three years of the show.
