NC gets in on a technicality. South Carolina calls itself Carolina, and so does North Carolina. So if we let SC in, we have to let NC in, too.

This allows Arkansas and Kentucky in and kicks out NC and Virginia.

Not sure that's a direction you want to move in.

Have you ever been to Louisville? It's much more like Cincinnati or Indianapolis than Memphis or Birmingham.

I guess MLK was shot in Jersey, Rosa Parks couldnt get on a bus in Los Angeles, and a church with children inside was fire bombed in Seattle just because they were black.

There were race riots in LA, Chicago, Detroit, Baltimore, and a murder of a black lawyer by white teens in the Boston busing dispute. Racial problems exist in any part of the country (or the world for that matter) that has large numbers of more than one race.
