Any word on when he will get the Legislature to not take in more than they pay out in Federal taxes? Those poor liberal states - how can they afford Cadillacs for every homeless person if they are giving their money to South Carolina and Alabama? Clearly they need more of that money!

Most of the federal money being spent in the red states is going to those that vote for Democrats.

Any chance we can get Bubba back in the white house a bit? That man knew a thing or two about stimulus.

Amazing that they can't see that, isn't it?

I see it, and like it.

Leave the redneck moron racist republicans out of it. Let them fight amongst themselves with their oversized tongues.

I definitely agree that those areas that tend to vote democratic definitely need to promote more intelligence. So far though, it doesn't seem to be working, since those are the areas with the highest dropout rates, highest unemployment numbers etc...:)

Highest per capita federal expenditures in NC are Mecklenberg county, Forsyth County, Guilford County, Wake county, Durham county etc... Those just happen to be the areas that tend to vote democratic more.

Well, except for the counties and areas that have military bases of course.
Per capita is a Latin phrase meaning Per Head with Per meaning 'through' or 'by' and capita (singular caput) meaning 'heads'. Both words together equate to the phrase 'for each head'.

It is usually used in the field of statistics to indicate the average per person for any given concern, such as income, crime rate, etc
That means that those counties get more federal money per person, primarily because they have more poor people who always vote democrat.
