Highest per capita federal expenditures in NC are Mecklenberg county, Forsyth County, Guilford County, Wake county, Durham county etc... Those just happen to be the areas that tend to vote democratic more.

Well, except for the counties and areas that have military bases of course.

That means that those counties get more federal money per person, primarily because they have more poor people who always vote democrat.
