I always found it incredible that politicians could fugure out a way for people with no human rights to count as a percentage of the population so that the people with rights could get more representation.

What can I say - I always thought Northern politicians were sleazy; but the historical record regarding Southern politicians is both sleazier and a lot more fascinating. Even in an advanced, "ciivilized" society, the ability to disregard ones fellow mans most basic rights in order to live a bit more easily when given the power to do so seems commonplace.
