It sounds like someone is killing it when it barks, it's not a regular bark sound at all. They keep him outside in the backyard all day while their gone at work and he barks when he hears a noise. It drives me nuts but fortunately I cant hear it in the house it's just when I'm outside. They adopted this dog a about a year ago and he's always barked this awful sound. It makes me wonder if someone tried to get rid of his bark.

So... if you went and actually killed it, no one would notice because it always sounds like that?

You need to tape the dog, make a cd, and give it to your neighbor to listen to for 8 hours while he is working and see if he enjoys it.

I've actually talked about it with him before and he really understands because he cant stand it either. They are super nice people and are really trying hard to teach him not to bark as much. They are getting help from a dog pro a the moment. They're lucky to have us as neighbors because we're pretty tolerable people when it comes to this kind of stuff, our whole neighborhood is full of people who own dogs that bark constantly.
At first I thought Wally (the dog) was in pain because that's what it sounds much like but this is just how he sounds. It's very strange.

I believe there's a surgery vets can do on the vocal chords that really screws up the barking but is supposed to make it more manageable/less annoying. Personally I think mutilating your dog's barkbox is incredibly stupid but hey that's only my opinion. That could be the explanation...

say Hi to the dog often maybe pet him and get him to calm down, sound like he has separation anxiety.

He knows me & he does calm down when I talk to him. As soon as he hears some noise he's at it again. They have a 5 ft privacy fence, I think it would help if he could see the noises he hears rather than him being like "wtf was that!".
