LIBOR SCANDAL ARRESTS

Thomas Hayes, a former trader at UBS AG and Citigroup, was arrested by the Serious Fraud Office and City of London Police today, said the people, who asked not to be identified because the investigation is ongoing. The three men arrested, ranging in age from 33 to 47, are all British nationals living in the U.K., the SFO said in an e-mailed statement.

British police have made their first arrests in an investigation into attempts by banks to manipulate the global benchmark interest rate Libor, detaining three men after their homes were searched.

Three U.K. citizens, ages 33, 41 and 47, were taken to a London police station for interviews "in connection with the investigation into the manipulation of Libor," the Serious Fraud Office said in a statement.

The office, a government agency that investigates serious or complex fraud and corruption, began its inquiry in July after Barclays (BCLYF) admitted rigging Libor and agreed to pay $453 million to settle with U.S. and U.K. authorities. The scandal cost Barclays' chief executive Bob Diamond his job.

SYRIA ISSUES ARREST WARRANTS AGAINST HIRIRI, MP SAQR, LOUAY MEQDAD

Syria issued on Tuesday arrest warrants against former Prime Minister Saad Hariri, Mustaqbal MP Oqab Saqr, and Syrian opposition member Louay al-Meqdad.

MTV said the arrest warrants were issued on charges of “arming and financing terrorist groups in Syria.”

According to information obtained by the TV network, the Syrian judiciary sent the warrants to the Damascus-based criminal investigations office of the Arab Interior Ministers Council. The office in turn emailed the warrants to the Interpol office of Lebanon's Internal Security Forces which submitted them to Interior Minister Marwan Charbel.

For his part, the minister informed State Commissioner to the Military Court Judge Saqr Saqr of the content of the warrants, MTV added.

The development came a day after Judge Saqr requested the questioning of Syrian security chief Ali Mamlouk and a colonel identified only as Adnan as suspects in the case of former Minister Michel Samaha.

He also summoned Buthaina Shaaban, Syrian President Bashar Assad's media adviser, to be questioned as a witness in the case.

Samaha was arrested in August on charges of forming a criminal gang aimed at carrying out attacks in Lebanon at Syria's behest.

Mamlouk and Syrian colonel Adnan have been also charged in the affair.

OTV and al-Akhbar newspaper recently revealed that MP Saqr had been carrying out arms deals with Syrian opposition members, with the television station airing leaked recordings of conversations between the lawmaker and Meqdad.

MP Saqr last week gave a press conference, accusing OTV and al-Akhbar of tampering with the audiotapes and saying that he will file a lawsuit against them.

In October 2010, Syria ordered the arrest of 33 people over alleged false testimonies given in the U.N.-backed Special Tribunal for Lebanon, which is probing the assassination of Lebanese former Premier Rafik Hariri.

The Lebanese defendants include Internal Security Forces chief Ashraf Rifi, MP Marwan Hamadeh, former General Prosecutor Saeed Mirza and former Justice Minister Charles Rizk, as well as politicians, journalists and other Lebanese, Arab and foreign officials.

MINISTER MANGOMA ARRESTED

Energy and Power Development minister Elton Mangoma was yesterday arrested for allegedly insulting President Robert Mugabe during his address at an MDC-T rally at Munhenga business centre in Bindura seven months ago.

Mangoma was arrested at his Chaminuka Building offices by four police detectives from the Law and Order Section in the afternoon and taken to Harare Central Police Station.

From there, the police drove him towards Bindura, but reportedly made a U-turn and drove back to Harare before releasing him when his lawyers intervened.

Top lawyers Selby Hwacha and Beatrice Mtetwa are representing the minister Mtetwa said: “He was arrested and we have been told they wanted to take him to Bindura. We are not sure of the charge except that it relates to undermining the authority of the President. We don’t have details of where the rally was and what the actual words were.”

NewsDay managed to speak to Mangoma before he was released and he said: “I was taken to Harare Central Police Station and am being charged with undermining the President by chanting slogans calling for Mugabe to go. They were now taking me to Bindura, but I am told they will be taking me back to Harare Central.”

Hwacha said after the minister’s release: “A statement was recorded from him and he was released on the basis they would issue summons if they want him in court. He was arrested for uttering statements that demean the person and office of the President.”

Earlier, the MDC-T had condemned Mangoma’s arrest as politically-motivated and meant to weaken the party’s position ahead of the Second All-Stakeholders’ Conference.

“We condemn the timing of the arrest which is meant to weaken the MDC team ahead of the Second All-Stakeholders’ Conference. It’s designed to weaken the negotiating team ahead of consultative meetings with Sadc. It’s retributive because some big fish in the system wrongly blame Mangoma for the information leaked to the Press regarding unpaid electricity bills and also his stance on the ethanol project,” said MDC-T spokesperson Douglas Mwonzora.

FORMER PREMIER OF TURKS AND CAICOS ACCUSED OF CORRUPTION ARRESTED IN BRAZIL

PROVIDENCIALES, Turks and Caicos - The former jet-setting premier of the Turks and Caicos islands was arrested Friday in Brazil after having disappeared a couple years ago, authorities said.

Michael Misick was detained at the Santos Dumont Airport in Rio de Janeiro on an international warrant issued by Interpol, said Neil Smith, the island's governor's spokesman.

He said Britain will seek Misick's extradition to the Turks and Caicos Islands.

Misick was arrested as he tried to board a plane to Sao Paulo. Brazil's federal police said in a statement that agents "have been investigating his whereabouts for more than a year."

The statement said the British government asked Brazil's Supreme Court to issue an arrest warrant in the South American nation, and that the court granted that order on Nov. 22.

No further details on Misick's arrest were available. A spokesman for Interpol's Rio de Janeiro office declined to comment.

The British government had obtained the warrant from Interpol in March, saying authorities wanted to question Misick as they investigated allegations of rampant corruption in the territory.

Misick was first elected premier in 2003 and then re-elected in 2007. He stepped down in 2009, shortly after Britain took temporary control of the local government. He is accused of corruption, misusing public money and profiting from the sale of government-owned land to developers.
Misick has said the charges are politically motivated.

There was mixed reaction to his arrest in the Turks and Caicos islands. Some celebrated the news while others lamented it, accusing Britain of running a smear campaign against Misick and his Progressive National Party.

Party members called an emergency meeting Friday afternoon to talk about the arrest, which comes nearly a month after the territory held parliamentary elections for the first time in three years, ending Britain's direct rule.

FORMER CROATIAN PRIME MINISTER IVO SANADER ARRESTED

Mr Sanader left Croatia on Thursday shortly before parliament lifted his immunity from prosecution. Earlier yesterday, an international arrest warrant had been issued for him.

Prosecutors suspect him of being behind a plan to create slush funds for his conservative HDZ party when he was in power from 2003 to 2009.

Mr Sanader denies the accusations, saying they are politically motivated.

Mr Sanader was arrested in Salzburg province, Austrian interior ministry spokesman Alexander Marakovits said. "He will go to the Salzburg provincial court and then the authorities will have to decide what will happen with him in the next days or the next weeks,"

Mr Sanader resigned unexpectedly and with no explanation in July 2009. His ruling HDZ party expelled him in January.

CAYMAN ISLANDS PREMIER MCKEEVA BUSH ARRESTED

The premier of the Cayman Islands has been arrested as part of a corruption investigation, local police say.

The charges against McKeeva Bush, 57, include misuse of a government credit card and importing explosive materials.

Mr Bush has been in power since his United Democratic Party (UDP) won general elections in 2009.

The British overseas territory is one of the world's largest financial centres and a well-known tax haven.

On its website, the Royal Cayman Islands Police Force said: "The Premier of the Cayman Islands, McKeeva Bush (57), has been arrested and is currently detained in police custody in connection with a number of ongoing police investigations."

Mr Bush previously held the post of leader of the islands' government between November 2001 and May 2005.

A member of the legislative assembly representing West Bay, he also holds the post of minister of finance, tourism and development.

KUWAIT'S GOVERNMENT RESIGNS TO MAKE WAY FOR NEW CABINET

KUWAIT (Reuters) - Kuwait's ruler accepted the government's resignation on Monday, the state news agency KUNA said, a step designed to make way for a new cabinet in the Gulf Arab state after parliamentary elections boycotted by the opposition.

The election on Saturday was the second this year in the oil-producing nation, where a series of assemblies have collapsed due to a long-running power struggle between the parliament and the cabinet, in which the emir's ruling family holds the top posts.

"The emir accepted the resignation of the government," KUNA said in an SMS news alert, adding that the ministers would serve in a caretaker capacity until a new cabinet was formed.

Under the constitution, a new government must be formed before the first session of the new parliament. Emir Sheikh Sabah al-Ahmad al-Sabah said the new parliament would convene on December 16, KUNA said.

Sheikh Sabah is expected to pick his prime minister next week, who will in turn form a cabinet that will be announced on December 14, said Kuwait's al-Watan daily, which is owned by a member of the ruling family.

More than half the members of parliament elected on Saturday are newcomers to the 50-seat National Assembly. The chamber is expected to be more cooperative with the government than its predecessor because of the opposition boycott of the vote, and protests that divided the U.S.-allied, OPEC member state.
