Probably has something to do with the fact that Southern states consistently spend the least on education, have the worst performing schools, and have systematically provided seperate and unequal education to blacks for generations.

Just an observation but the study doesn't specify wed vs unwed teen mothers. Most assume they are unwed, but they like to marry young down there. So if the majority of these girls are married teen mothers, while still really dumb IMO, it kind of defeats the OPs original intent on posting this article.
