So essentially this ruling by the panel is kicking it back to Goodell to review and re-issue "punishment" IF it's appropriate for him to do so...
The panel is apparenlty confused as to whether Goodell punished the players for violating the CBA by receiving money that isn't accounted for in their contracts or whether he punished them for the conduct of trying to injure other players... because depending on which of those things they are being punished for, Goodell may not have the authority to impose punishment.
So basically the panel said "watchu talkin' 'bout Willis?"
why am i not shocked?

Well, it ain't as good as titty pics, but yeah, it is much better, thanks. You're a nice guy. I wish you and your Redskins well (except for Week 11), in no small part because I'm starting RG3 and Pierre Garcon on my fantasy team.
And to stay topical, I bet Goddell goes over the CBA people's heads and suspends them anyway. He's way too high on this player safety stuff to let Vilma and co. play, especially after such a big deal was made of the Bounty scandal this offseason.

Meaning that, realistically, he could just reissue the suspensions with better wording.
My understanding is that he would have to be very clear that it was for conduct on the field to issue suspensions. That the intent to injure would have to be pretty rock solid.
If its for the bounties/pay for performance then he can fine them but cannot suspend them. The CBA doesn't allow for suspensions under those circumstances.
That the way Ive read all of this crap, but I could be wrong.
