Government spending under Obama grew at a slower rate than the last 2 republican presidents.

so, you take the 2009 budget that took effect before the 2008 election, add a trillion dollars to it 6 months later, then blame bush because it was "technically" his budget.
prevent budgets from being written so you automatically get the same amount the next year.
"spending gwoth shlowed down!!!"
that would be like a republican saying the iraq war didn't add to the debt because it wasn't included in the budget.
