hurney's not responsible for the coaches making bad calls or the players not executing...but he is responsible for the level of actual talent on the team and in the coaching staff and for making them do their jobs.

This. As in any organization, the ultimately responsibility lies with the man in charge. That was Marty Hurney, and despite him being a good guy (by all accounts he is) the fact remains his tenure has been a spectacular failure overall, and this season in particular has been one bitter pill too many to swallow.
