1. Lawyer with heavy experience in finance and contract negotiation.
2. Can oversee multiple departments and make decisions based on their recommendations
3. Football knowledge

Not needed. That should be the job of pro and college scouting.

The GM should be able to hear their recommendations and then go and maximize the $$ we have to spend.

#1 is not important. Most teams, ours included, have cap specialists on staff. So Marty had someone reporting to him that managed the cap. Marty is the guy that made the personnel decisions.

The ability to hire and manage good football people is the #1 requirement.
