1) No GM as said by others
2) We didn't have anyone that other teams thought brought good value to them, or at least, not enough to meet the Panthers' demands.

Very possible, but that doesn't mean they didn't try. After all, the other team would have had to accept a high salary and/or DWill would have needed to restructure with the potential new team.
