We made substitutions and they had to hold it up so the Redskins could do their subs. NFL rules. It was fair and we should have called a TO.

Sure you can. That's not how you apply the rule though. You can't allow the lay clock to keep running when the ref is under center blocking the snap.

EDIT: Well according, to Mike Pereira, a delay can happen in that situation. It's just strange that they wouldn't hold up the clock.

Refs killed our chances against Dallas, but this one was P-A-T-H-E-T-I-C! How could they screw up so many times in one game and not get called out for it? The NFL is obviously eager to bury these poor performances because the money is more important than integrity of the game. Bring back the scrubs!!!

We don't have to call a timeout to allow the opposing team to make substitutions...the refs are supposed to stop the clock. Can, should and will blame the refs for that one.
