Tie breaking for selection (draft) is strength of schedule.
(4:00 PM): Top pick goes down to wire ... With Jacksonville losing to Tennessee in one of today' early games, who ends up with the #1 pick overall at the 2013 draft won't be decided until after the late afternoon game in Denver where the Broncos host Kansas City. If the Chiefs lose to the Broncos KC will end up with the top pick. Upset the Broncos, though, and it will be Jacksonville picking first followed by the Chiefs. And how the rest of the top 5-10 picks will be dependent on the result of the AFC West game between Oakland, which came into the week sitting on the 3rd pick, and the Chargers in San Diego. The full, first-round selection order for the upcoming draft will be posted after the late game Sunday evening.

There is no #1 type WR in this draft so I rather go O-line with the 15th pick,we can sign a WR in FA Dwayne Bowe comes to mind.
Dwayne Bowe has already said he wants to play for the Dolphins.
And he's 28.

Drafting a late round WR is like not drafting one at all. Smitty's replacement should already be on this roster. He isn't. We are behind.Receiver is not our biggest need. We can draft a receiver late this year, we need to look at the D-line and O-line with our first two picks.
We need OL, secondary and a WR. Best available at those spots.
But I do think the following year will have much better WRs to choose from

It doesn't matter what he "plans" on giving, it matters what he can give. He's already started to slow, drop passes, fumble, all of the things that he did not do previously. As much as we all hate it, Steve is becoming the secondary receiver.

Sure you do....bc most number ones don't start there careers as if they are AJ Green.
Also, studs at certain spots tend to fall off quick as they age. Smitty's decline from being a number 1 will suddenly hit us when it happens. Plus with his style of play....injury will become an issue. The fact he just put in two healthy years means he is probably due for some injuries in the near future. Just life in the NFL.

They kind of do. The Dwight Howard situation is different, because it actually involved a trade, with the teams orchestrating where the player was going to go. Dwayne Bowe is an unrestricted free agent. So yeah, he kind of gets to decide which team he does, or doesn't, sign with.
You can't sign a free agent against his will, you know. It's not Madden.
Edit:
Let's look at it like this. You could either play in Carolina where it gets hot and humid and cold and windy, in a small media market and small overall city...
Or...
You could play in Miami where it's hot and breezy to warm and breezy, with a huge population, huge media, and no income tax.
