In general, a team moves up to address one particular need (or to get a particular player they fell in love with) before someone else with a similar need picks. That is reaching, most of the time. By trading down, however, a team is willing to drop and usually takes the best player available at several positions. These teams usually has several needs, but not necessarily. These teams have gotten better value, historically--not better players---better value.
Even with your example, the Bucs took Barron very high (considered by many to be a mid to low first rounder, but the market for S caused them to reach above other teams--the Panthers included--who might have taken a Safety). ,Martin had a good year, but their need at RB caused them to reach in the draft to get him--most sources had him low first round, early second. The fact that he had a good year does not mean that the Bucs did not reach--it meant they got lucky. Value in the 2012 draft is not based on performance in the 2012 season. So, your point reveals 2 reaches.
