They should implement a pay tax on people who work in Charlotte Mecklenburg but do not live in the county.

Funny, but not a bad idea. Kinda like the soccer leagues in the UK that make opposing fans sit in one area of the stadium.They should tax anyone in a 15 county radius who wear opposing team's uniforms to Bofa

I'm pretty firmly behind the panthers staying here for 15 more years, but how does this guarantee that? Can they legally not move now, or is it just much less likely now that they are getting money.

I'm sure with tax dollars being used, that there will be something legal and binding to make sure they stay.
