While I am not a fan of Republicans myself, it has been brought to the forefront that the President does not submit the budget. He only approves it or vetos it. It would behoove you to take a gander at this list again and see who was controlling the house during these years.

Edit: Among the biggest affronts to our intelligence is being told that a smaller increase is a budget cut. And asterisks are apparently a tricky thing.

Say what you want about Cato, but they've been pretty damn consistent over the years. As for the video, a lot of the commentary was way too subjective with some points being extremely weak or even wrong, but some points they're spot on.
