It has to be voted on by the Owners. Goodell can only recommend the rule change he cannot force it onto the owners. Unless he has some major skeletons on each of them. LEVERAGE.
True, point taken. But don't forget who hired goodell. If he recommends something to the owners they would more than likely be inclined to listen.

It wont (rightfully) get passed. I dont see how they could make it work effectively.

In all seriousness, this is ridiculous. The rule better be implemented for blatant violent intent, and nothing else.
Marshawn Lynch and Adrian Peterson are pissed right now.

Also of course Jim Brown would be for it, the man always lead with the shoulder, kept his head up when he ran.
AP needs to get on the phone with Mr. Brown and learn a thing or two about running with power with out lowering the helmet down and losing field vision.

This is the most asinine rule change in the history of the league. Its mind blowing, the lengths they(Goodell) will go to pervert the game that is paying him millions to rule over with an iron dildo. This is one of those moments where Goodell will just ram it home with out even the complementary spit on the tip first. Grab your ankles now football fans, things are gonna get uncomfortable.
He's killing the league faster then David Stern is killing the NBA.
