The Buffalo Bills.

 

They went to 4 straight super bowls in the 90's and lost them all.  The last time they went to the playoffs was over 10 years ago.  The last play in their most recent playoff game was the music city miracle kickoff return for a touchdown.  They signed an agreement to play one of their home games in Canada even though Canada sucks and supports them poorly.  Watching the Bills live requires braving freezing temperatures and paying top dollar to see a mediocre (at best) product.  The Buffalo Sabres also suck and are currently in last place in their division.

To go contrarian - I'll say the New York Giants. They've been more or less stuck in neutral since the SB title and Eli's at a career crossroads - pretty much where Rivers was a year ago today. Eli could have a renaissance, but if it goes the other way, it could get UGLY.
