Yes, he could get a judgement and "lien" against any property she has....but again, not likely to amount to much.
The lawyer will take a look at her finances and balk at pursuing it if she does not have the assets to go after....they want paid too.
lawyer and cop told my Dad the same thing when some drunk habitual felon drunkenly drove his or his mom's car (can't remember which) into my Grandpa's fence and did like $500 worth of damage. They said that he could put a lean on him, but the guy didn't have poo and it may not be in our family's best interest to be permanently linked to this dead beat over a project we could probably fix ourselves in a few saturdays.
a fence and a little cosmetic damage to the front yard are apples and oranges to a drunk driving accident and a doctor visit though is all I'm saying.
The last car I bought in college like 2009/2010, I bought it off a family friend and IIRC I couldn't buy the car off of him until he went to the courthouse and settled up with a lean someone put on him a few years ago.
