It was a judgment thing, dude. When will you get that? Everyone knew he'd screwed around on Hillary when he took the oath of office. Jennifer Flowers took care of that. What upset many people was that 1) he would do something in the freaking Oval Office, 2) he would splooge on someone's dress, and then 3) lie that he had an affair. Not just lie, but look directly into the camera and dare people not to believe him.
There were plenty of other scandals that SHOULD have taken the man down....but the general public wasn't outraged enough because they couldn't wrap their mind around the crookedness behind Whitewater, or Hillary's stock miracles, or Travelgate, etc etc etc. The Repubs tried to take him down on that because the slimy bastard kept eluding them on the other stuff. Stuff that SHOULD be important, as witnessed by the hundreds of criminals he pardoned on his way out of office.
The man "governed effectively" by kowtowing to the Republican Congress which saved America's ass in 1994. Clinton was a lot more likable than Newt Gingrich or Bob Dole, and so he won re-election. But Gingrich and Dole were behind our strong economy more than Clinton was. Clinton just stayed out of the way.
