how did you make the eyes do that?

Just some photoshop effects, nothing special.

Even though I can't tell what's going on in Jangler's picture, I have a strange sense it's somehow mocking me.... :)

You're a highly talented artisan Jangler, I love your sense of form and the way you've used negative space in your piece. Each brush stroke seems to carry it's own special meaning, and they have been laid upon the canvas with such finesse! Your use of color is very admirable, not one to be over the top, you use subtle tints of persian rose and phthalo turquoise to enhance the character's magnanimity. I am quite impressed, to say the very least. Bravo Sir, Bravo. :D

Wonder how photoshop does it. Is it like an optical illision with white outlined in light blue then faded out over the black to look like its glowing?

It's a bunch of blending options layered over eachother. Some overlays and linear dodges, I just masked the eyes off and set them to transparent and used some inner glows and outer glows.
