I see it as zero risk.  I'm assuming he would get minimum money and would be cut quick if it doesn't work.  On the other hand, if he works out, you look like a genius.

Clearly haskins has been terrible but in the low risk scenario, I have no problem with kicking the tires.

Sure.

The Panthers haven't figured out their starting QB issues, but they'll go out on a limb for a backup? A head coach cannot preach team, all for one, winning culture and we are family and then go out and sign someone who is the epitome of not everything listed above.

Only reason I’d do it is to let him walk after the season and use him in the comp pick calcs to offset a signing or get late round pick.

Sign Haskins, trade Teddy and draft a real QB would be my bailout hope. Going into next year with Teddy and Haskins at QB is too damn grim to linger on.
