Actually, I think the evidence shows that it really was a catch. I had some doubts about it for years until some footage from the actual game was found in the archives of a Pittsburgh newsroom several years ago.

Go to the 16:00 minute mark. There's an angle showing Franco clearly catching the ball off/above the ground.

There's an additional question about it relating to a rule that doesn't exist anymore.

At that time, the league didn't allow "double taps", meaning that the ball couldn't be touched by another player on your team before you caught it.

It was a dumb rule in my opinion, so 😕

Colts won their first Super Bowl on a similar play.  

I agree though, the argument wasn't that he caught it, it was it last touched by the WR.  Wonder what instant replay would have shown?
