Between the New playoffs cap and the restrictions on double retention the Hurricanes are likely going to be the only contender capable of BUYING at the deadline.

These are some much needed changes. Unfortunately they do not go into effect until September 16, 2026, so doesn’t apply to the current season playoffs.

This is actually incorrect they agreed to expedite it and the cap and trade ruled take effect THIS season.

Very good for the Canes going forward, and VERY VERY GOOD WITH FOR US AT THE DEADLINE this year as we are likely the only contender with CAP SURPLUS.

I think they had it right normally it wouldn't apply until the next CBA but the expedited nature means its this year and the league is tired of this loophole
