Tampering is very commonplace. I was actually shocked when the 9ers got dinged for it with Briggs. Some have proposed a time period prior to FA where teams were allowed to contact potential FAs simply to eliminate this practice. I am not so sure any manpower devoted to preventing this would be cost effective enough to do so practically speaking so that may be a good solution.
