Ok. It appears that it takes 50 posts before the PI icon shows up and a person can give PI to someone. At least that's what happened for me.

The bottom right only has quote, multi-quote and quick reply to this message. There is no pi or pie icon. Thanks

For some reason. My screen is missing the pie sign. I have a button that shows if the user is online or not, then to the right of it a scale for swag and finally to the right of that a report post icon. Thats it. Am I missing something here? Thanks

To pie someone just hit the pi sign in the bottom right corner of that poster's post. To give them SWAG you hit the justice scale in between the green dot and the yield sign at the bottom of the left hand corner under the poster's avatar.
