However, the potential payoff is (significantly) higher than “bottom-tier starter,” like what Panthers fans have had to deal with lately.

I think even as a "bust" he will be able to produce due to the rushing ability as you say. He will buy himself time to develop with his legs. You can design an offense around that until he gets his passing down
