How many reps in practice are Willis and Howell getting? That matters. How much time with the coaches? Tennessee has an established starter and an established offense. They aren't trying to get 4 QBs up to speed on a new installation especially one that got here right before camp. Probably the same in DC. Both those teams have more time for prospects.
