Walking Dead Continuity Question

So I'm re-watching the first season of The Walking Dead on Netflix and something just popped in my head. If you haven't read the comic or seen the first season this is a spoiler, but since we know that when you die no matter what you come back as a zombie, in the first episode when Rick is looking around the abandoned gas station how are there decaying bodies in the cars? Wouldn't they have re-animated?

Yea that's whats confusing and now that I think about it, it couldn't have been starvation. In the comics Rick found out about the whole 're-animation' thing at the prison. By that time Shane had been dead for a WHILE. But when Rick went back to kill Shane again he was still alive after he dug up the grave so clearly the zombies don't starve. I don't know if it was just something the producers put in the show to heighten the fear and drama, or what, but it's buggin me.
