They're not almost here, the F9 rocket just took something to space station on the 18th. The video is a little bit of propaganda showing what the soft landing of first stage is supposed to look like after the one on the 18th didn't make a soft landing and is probably lost as sea. Of course 20ft waves and not Musks technology are to blame.

Just found the article explaining it a little better. It's all about cheap space launches by making the rockets reusable. Currently a lot of the satellite launches and space station resupplies travel on Russian rocket, and now this company Spacex which is lead by the guy that brought the Tesla electric car , has US back in the running for these launches and I believe has a contract with NASA for like 12 launches.
