e measures passed by the House and Senate differed on a variety of issues. The House, for instance, wanted to spend $14 million on school construction. The Senate, however, didn’t want to spend a dime on that, and nothing survived in the compromise bill.

The Senate, meanwhile, wanted to spend $2 million on developing zero-emissions coal-fired power plants. The House didn’t, and such spending also didn’t make it into the final plan.

But there will be $20 billion in tax incentives for renewable energy during the next decade and $19 billion to help modernize health care information technology. There’s also $21 billion for a 60 percent subsidy to help laid-off workers pay health insurance premiums.
