if she can stay on your lap the whole time, I think it's allowed.
2 may be too old.
Nope, everyone must have a ticket from what I have seen.

Children
Bank of America Stadium was designed for fans of all ages. Please note that every child over the age of 12 months is required to have a game ticket to enter the stadium. Any child under the age of 12 months admitted without a ticket must share a seat with an accompanying adult. Adults can register children for the Tag-A-Kid Program at any of the 100 level concourse Guest Relations Booths.
12 months, no dice.

If you crack the windows and leave her buckled in the car seat...
Its a night game, no need to crack the windows.

How old do you have to be to have to a ticket to get into the game. I have two tickets to the game Saturday night and now we get asked to babysit our two year old niece.
Why wouln't you just tell them no?
