That last WR spot, dare I say someone else takes it. One of these UDFA. Everthing else looks gravy, well except for the Otah pick. Honestly I would not be surprised if he's cut before the season starts.

Yes, there are eligibility req's for the ps, it's based on the number of games you've been active.
