Asked Rivera about ATL calling a 4th TO just before CAR's last possession. ATL had 10 guys on the field and Smith motioned for a TO w/o one

RR: Ref shouldn'tve blown whistle and they should've let the play go. "I asked, 'Isn't that a penalty for asking for TO when you don't have one?'"

RR: Explanation was, 'No coach, you can call all the TOs you want. We know you don't have any and we're not supposed to give it to you.'

Rivera wasn't sure if it was a penalty at all, much less if it's 5, 10 or 15 yards. I'll check rule book after lunch

And Mike Smith said postgame if he has 10 men on the field at the end of the game, he'll call TO every single time no matter if he has 0

A request for an excess timeout is ignored. There is no penalty unless it's an attempt to freeze the kicker.

Obviously I don't know the exact rule, but you shouldn't have allowed the Falcons to stop the play and adjust.

Yeah they fugged us good, we had them out of postion and down a man.... Could have very easily been a TD had they not granted the falcons a 4th timeout.
