"I saw the player (McDonald) come off, but I had not yet marked the ball ready for play, so that is why I did not call it as a foul."

That's 12-men on the field, 12-men in the huddle prevents proper for defensive substitutions to which Keek and Davis properly freaked out about.
I'd love to see this scumbag explain the Harbough being on the field penalty, being assessed AFTER the score. The Headbutting, Willis' Rape on Olsen, etc.
But let's cherrypick and diagnose ONE of those horrendous plays.

More like, " I saw Luke Keuchly and other Panthers yell at me to call 12 men on the field, Since I'm an egotistical, stubborn, cheap shot POS ref I ignored them and didn't call it so I could be spiteful."

Oh, how convenient... now let's discuss the other highly questionable and clearly biased calls in favor of the 49ers yesterday.
When is a headbutt not a headbutt?

I saw this explanation right after the game and went back and looked. The ball was spotted and the refs had whistled ready for play. That's why he was in pre-snap position and the 12th man ran off right next to him.

Am I wrong? 12 men in the huddle is a penalty, regardless of whether the ball "is in play" or not. It affects defensive substitutions and that's why the rule is there. It's cheating.
And he helped them cheat.
