He was hired specifically for game management, but I'd say they need help in way more areas than just that. Rosburg has been interviewed for head coaching positions himself before. Maybe he can help straighten some things out.

Not saying it is, but the scheme could be bad too. One thing the news has shown pretty clearly since Russell left Seattle though, he is hated by an awful lot of people.

Their OC is a guy who's only been coaching in the NFL since 2016. He actually spent his first several years coaching a high school team. Hackett has the connections to build a world class staff, but chose to go with younger, newer guys. Not sure why...

Granted. It's not so common in the NFL. I can't think of anyone else who fits that profile at the moment. (admittedly I'm not thinking too deeply on it)

We knew going in that Rhule was a "delegator" type of coach. That's fine, but you've got to be something of an expert (or at least competent) in all areas to be successful as that sort of coach. Rhule definitely isn't that.

I'm not sure the kind of scheme options they used in Cleveland to help the issue have even crossed Rhule's mind. He's still a checkers player in a grandmaster chess tournament.

I wouldn't bet on Matt Rhule recognizing anything like that. Hell, Dan Orlovsky figured out a tell in our formations with a simple film study. Yet somehow neither our offensive staff not our defensive staff saw it.
