The cap guys negotiate the specifics, though the GM often sets parameters. Major contracts might be run past the owner, but that's not guaranteed. Most head coaches don't have that much to do with actual contract negotiation. Their contribution is to say whether they want a certain player or not. Where does this come from? From years of listening to interviews with coaches, GMs, etc. Some years back, Floyd Reese gave an extended discussion about coaching / management relationships that was very informative on the topic. More to the point in this case though, Roaring Riot has an extremely reliable record when it comes to knowing inside details. You don't. So yes, I take his word for it, and that's because he's earned it. -
It's a West Coast system, basically the same as the Saints have been running for years. It's also how Drew Brees used to drive us nuts, four or five yards here and there which didn't seem like much, till all of a sudden "sh-t, we're at the 10 yard line". You're going to have big plays in a WCO, and having a quarterback who's a threat to make them is important because otherwise you turn into a horizontal offense (like we did last year). It's just not as big play dependent as the Coryell offense we used to run.

I don't need inside information to know that GMs who regularly deal in contracts don't run them past college coaches (and assistant coaches) who have no experience with them at all. -
I would say this much. His skill set is a fit for the offense we run.

For those who have been wondering... “I think me and Sam had very good chemistry,” Anderson said. “I think that really stems from communication and just trust. I think if you look at the growth between me and Sam, you notice toward the back end of me being with the Jets, him throwing the ball up in double coverage and just throwing the ball up. That came with time and just trust in me making those plays and coming through for him in the clutch.” Anderson said he doesn’t think Darnold had “the best supporting cast around him, the best coaching to get him to his full potential” while with the Jets.
