Can you sign someone off another teams practice squad?Cantwell?

Baltimore Ravens

On September 5th, 2010, Cantwell was signed to the Baltimore Ravens practice squad, waived on September 9th, 2010, and then signed back onto the practice squad on September 14th, 2010.

Why not sign him off Ravens practice squad? He knows our system and all I heard in training camp is how he had a gun for an arm.

I mean he would be better than Brian St Bernard....I mean Pierre.
