My neighbor kid can run pretty fast and his pretty big for his age. Looks pretty good catching the ball in the backyard with his dad. Want his number? I figure he's worth at least 3 years/$20M.

It's a sign of desperation.  Teams are overpaying for marginal talent because it's all that's out there.

Gonna need to be masters at the draft to win in this climate.
