Infact Rivera says he wished he had more than one franchise tag to use (I'm assuming he meant exclusive tag)

That or it's a bluff to encourage someone to trade the pick with us.

I wouldn't take that out of context too much.. this doesn't automatically mean we will draft a qb number one.

Well it's not like it would hurt us in any way. We often know what player is going #1 well before the draft because they're already negotiating the contract.

cant negotiate a contract this year.
