Come April, the additional $13 that many Americans will see in their paychecks is not the result of an income tax reduction. It's simply a tax credit. Even people who do not pay taxes will receive this 13 dollars. So essentially, those who will receive this money will have to pay it back come 2010, since it is being charged as additional income. Way to go Barry.
