There are apprx. 304 million people in the US. So if you do the math, he's saying he's saving every man, woman and child 33 cents this year.
Only to ask for $12,138 from every man, woman and child next year.

He's challenging his cabinet to come up with breakthrough ideas. Janet Napolitano came up with the brilliant idea of buying office supplies in bulk. Holy fug! How did she think of that?!?! It must have taken a think tank months to come up with such an idea.
