Yes, he'd have had input on the draft, but not the final decision. Giving him credit (or blame) in that scenario is no different to me than people trying to give Marty Hurney credit for drafting Steve Smith.

I disagree...the people with Dir of Pro Personnel jobs or the equivalent next step is GM or Asst GM if a ream has one. Their input is nearly penultimate

Also you would also look back at his time in Seattle to know some of the players he scouted to get the opportunity to be VP. Alot if the guys are still playing it seems
