The throwing motion is a pump fake to the ref, then he stops the throw to the ref and CLEARLY bends over to put the ball in the lap of the player. You can tell by the way the ref doesn’t react to the throw flag until he realize the football is in the players lap.

I see Cam trying to throw the ball to the official like he always does, and maybe he loses his grip on it? One way or another it winds up on the ground in front of him. He picks it up and gives it to the ref.
