Are we developing Cam?

I don't mind developing Cam, I've got no problem with that. What I have issues with is this: Is RR so set on developing Cam that he's not putting enough focus on winning football games? I think that we can develop Cam and win games at the same time. We have the players on offense to be explosive, to put at unpredictable game plan together that can't be stopped, especially in the Red Zone. But RR is set on making Cam carry the team on his passing ability mixed with a little of his running ability. I'd like to see a complete gameplan. One that uses every and any play to win football games.
