Calling a penalty after a review

For the sideline penalty, the call on the field was that he was out of bounds when he caught the pass. How can they call a penalty on the play that was never called to begin with? If there was a challenge for tipped pass, and during the review the ref sees that a defensive lineman grabbed someone's facemask, they couldn't then throw a flag for facemask, could they? I think they're using replay incorrectly. And they did it twice last night.
